Scope of Work:
Terminal 5 is leased by SSA Terminals (Seattle Terminals), LLC (SSAT) from the Northwest Seaport Alliance (NWSA or Port) for cargo transshipment. The terminal property boundary is approximately 192.5 acres and consists of an intermodal rail yard along the west edge of the site, the central terminal yard, the 2,900 linear foot marginal wharf along the east side of the site and the Administrative Area in the southeast corner of the site.


The purpose of the proposed project is to install a new gate complex to replace the existing gate complex at the entrance to Terminal 5. The existing gate complex will be demolished and the surface will be restored with asphalt to increase the truck queuing area for incoming trucks. Six of the existing scales and process equipment will be decommissioned and relocated to the new gate complex location. The new Terminal 5 gate complex will consist of twelve (12) entrance lanes with twelve (12) scale pits to accommodate eight (8) scales (all scales are on-site and provided by owner) and spaces for four (4) future scales installations. Vertical curb islands will be constructed to delineate truck lanes and provide barriers for gate equipment.

The project also includes installation of new water, sanitary sewer, electrical and communication utilities to accommodate a new trouble parking restroom and phone kiosk booth (provided and installed by others).

This project is partially funded by US DOT Maritime Administration (MARAD).


Estimated Contract Price: approximately $10.0 to $14.0 Million.

You will be provided a link to download the documents from Ariba, a procurement application managed by Blackstone who will be conducting the RFP bid event.


Questions and Request for Clarifications: All questions, requests for information, and Pre-Bid material substitutions, must be submitted in writing and received by 11:00 AM one (1) week prior to proposal due date via the Ariba vendor portal. You will receive instructions on how to submit your questions to Ariba.


Proposal Due Date: Proposals will be accepted until 2:00 PM of the first Friday eight (8) weeks after original bid advertisement date. Late bids will not be accepted.
