Procurement Summary:
The NWSA is soliciting Statements of Qualifications (SOQ) from firms interested in providing professional consulting services in engineering design (civil, hydraulic, structural, geotechnical and environmental), cost estimating, project management and permit support to design a replacement solution for the Wapato Creek Culvert (WCC) in the Pierce County Terminal (PCT). The WCC is near the end of its service life. SOQ’s are due May 23, 2025 @ 2:00 PM (PST). This will be a multi-phase project that is built upon a previously completed Alternatives Analysis Report. The first project stage will include developing an Alternatives Analysis Refinement Report to identify a preferred path forward. The Alternatives Analysis Refinement Report will conclusively identify a replacement concept and advance project design with consideration to costs, schedule, perceived project risks and fatal flaws. The refinement assumes two schematic designs will be advanced to the extent necessary to identify the preferred replacement concept. Ideally the schematic design work will transition to a 30% design package. Future phases may include 60%, 90%, and 100% design packages and construction support. All prospective consultants are advised that federally funded projects will be held to Federal Equal Employment Opportunity (EEO) requirements. The agreement has been assigned a mandatory DBE goal for 16%.
